D. govt. can safeguard only those rights for which citizens feel they are responsible

The concept of democratic citizens possessing rights AND responsibilities refers to the concept that with the rights granted by a democracy come the responsibility, though perhaps not necessarily legal or codified requirement, that those people use their rights properly, exercise good judgment, and not abuse their rights. As a citizen in a democracy, your responsibility is to vote based on a reasoned, intelligent decision and not just let things happen. When you leave the government to do as it likes, you’re just asking for something bad to happen.
